		<description>Actually, the only primary duty of government is to protect its citizens.  You can take that to mean they should protect us from looming economic collapse if we didn&#039;t have our roads (or transit!!!! roads aren&#039;t the only transportation dangit!)...but that would be a subsidiary responsibility, not a primary.  Maybe I&#039;m over analyzing your choice of words.</description>
