		<description>There was also an incident on northbound I-5 on the collector-distributor road right after the I-90 merge around 8:30 am. Traffic was backed up on I-90 all the way to the tunnels. I wasn&#039;t stuck in it though, I observed it from my office on the 41st floor of the Seattle Municipal Tower. The folks riding the bus into downtown probably felt they&#039;ve made the right choice. 

Half of the congestion on our highways is caused by incidents like accidents and stalled vehicles. Improving traffic safety and incident response goes a long way towards reducing congestion.</description>

		<description>Yeah, but not at 10:30am.  Traffic starting in the early afternoon on southbound I-5, and both ways on 405 was also ridiculous.  

When the state DOT reports a drop in vehicle miles traveled, I think they&#039;ve got to be talking about somewhere else (eastern WA?), because our freeways seem just as full as always.

Even if traffic is a little lighter, all that does is allow people to drive faster.  Which means more accidents, like the ones which caused today&#039;s mess.</description>
