Many cities suspend parking regulations during heavy showstorms. The rule in NYC for example is to suspend regulations any time that snow plows are deployed. Seattle should do the same. There should be no problem in clearing the major arterials since there is no parking on them most of the time anyway. And the side streets rarely get plowed.
