It’s called the T-Mat system. Everyone will be routed through Moon Base. It also puts the freight railroads out of business so there will be plenty of bike paths.
If nothing else, scavenge an FTL drive from one of the civilian ships. Don’t worry about stranding the passengers. The civvies all fall below the service guidelines for continued use of the FTL lanes.
