Sometimes, yes. There are a couple of actual intercity bus routes, and they provide small grants to transit agencies.
This just in: WA State Highway Dept. builds highways.
But it hasn’t been the highway department for 40 years. :)
Sorry, Ben I consider WSDOT now the Washington Dept of Highways once again, since they reorganized the passenger rail program to virtually nothing.
